Energy (Miscellaneous Provisions) Bill 2006

The Bill would give the energy regulator wider powers to help create a single electricity market across the island of Ireland, including regulating privately owned interconnectors and responding to sudden energy emergencies. It would introduce stronger safety rules and registration for electrical contractors and gas installers, allow all customers to choose their gas supplier by July 2007, and let the Minister issue general policy directions to the regulator. It would also update rules on combined heat and power, clarify the regulator’s decision-making arrangements, and transfer a 10% ESB shareholding from the Finance Minister to the Communications Minister.
