Twenty-eighth Amendment of the Constitution (No. 3) Bill 2006

The proposal would make the presidency more open and active. Irish citizens living abroad could vote in presidential elections, the president’s term would be reduced from seven to five years, and candidates could be nominated by five members of the Oireachtas, four county councils, or a citizens’ initiative supported by at least 20,000 people. The president would address both Houses of the Oireachtas once a year, while the Council of State would meet at least three times annually.
