The proposal would create a public Register of Sentences recording information about criminal convictions and the sentences imposed. The Courts Service would have to keep it up to date, while certain people and organisations would have a legal right to access it; the register could also be available online and under freedom-of-information rules, making sentencing patterns more transparent.
