Introduces tougher road-safety measures, including targeted mandatory breath testing, a ban on holding a mobile phone while driving, higher fines and longer driving bans for serious offences. It also allows wider vehicle impounding, camera-based enforcement, replaces provisional licences with learner permits and updates taxi and traffic-penalty rules.
