Renames Comhairle as the Citizens Information Board and expands its role in providing clear information, advice and advocacy about social services. It creates a personal advocacy service for certain people with disabilities who struggle to obtain essential services, allowing advocates to help with applications, reviews and appeals, represent people’s interests, and access relevant information. The service would prioritise cases involving risks to a person’s health, welfare or safety, with an independent appeals process. The legislation also changes the Board’s membership and term lengths and allows the Minister to direct information campaigns.

Bill entitled an Act to amend the Comhairle act 2000 to change the name of Comhairle, so that it shall be known, in the English language, as the Citizens Information Board or, in the Irish language, as An Bord um Fhaisnéis do Shaoránaigh, to amend and extend its functions and, in particular, to confer a function on it to provide, or arrange for the provision of, a personal advocacy service to certain persons with disabilities, to make certain changes to its membership and to provide for related matters
