The Bill would create a single competitive wholesale electricity market for Ireland and Northern Ireland, with common trading rules and one market operator to manage day-to-day buying, selling and payments. It would establish joint oversight by the regulators, require electricity generators to offer their output through the market, and allow licences to be changed so companies can participate. The aim was to improve competition, make electricity pricing more transparent, use power stations more efficiently, strengthen security of supply and encourage new investment, although prices could rise slightly during the early stages.
