Approves up to €40.19 billion in government spending for 2006, with a further €4.02 billion in expected departmental receipts helping fund public services including health, education, social protection, policing and transport. It also allows €159.14 million in unspent capital funding to be carried into 2007 and permits legislation to be passed in 2007 to implement tax measures agreed by Dáil Éireann, including changes to income tax, fuel and tobacco duties, VAT thresholds and the farmers’ VAT rate.

Bill entitled an Act to appropriate to the proper supply services and purposes sums granted by the Central Fund (Permanent Provisions) Act 1965, to make provision in relation to deferred surrender to the Central Fund of certain undischarged appropriations by reference to the capital supply services and purposes as provided for by section 91 of the Finance Act 2004 and to make provision in relation to the financial resolutions passed by Dáil Éireann on 6 December 2006
