The Civil Unions Bill 2006 would allow two people of the same sex to register a civil union, giving them almost all the same rights, protections and responsibilities as married couples, including in tax, social welfare, inheritance, family support, relationship breakdown and property matters. It would recognise qualifying same-sex marriages and civil unions formed abroad, allow civil-union couples to apply jointly to adopt, and ensure same-sex and opposite-sex cohabiting couples are treated alike. It would not call these relationships marriages or give them the Constitution’s special protection for marriage and family life.
