The measure implements Budget 2007 improvements, including increases in Child Benefit, the One-Parent Family Payment earnings limit and the Respite Care Grant, while improving illness, maternity, adoption and carer payments. It makes it easier in some cases to combine Carer’s Allowance with another payment, changes means tests and rent support, and strengthens controls against fraud. It also brings certain retirement annuity arrangements under pension regulation, increases penalties for pension-law offences, and makes several State bodies and officials more accountable to the Public Accounts Committee.
