Appointments to Public Bodies Bill 2007

Would create an independent, merit-based and more transparent system for appointing chairpersons and board members of public bodies, replacing inconsistent procedures that could allow political patronage or a small elite to dominate. An appointments unit would advertise posts, run open competitions, publish selection criteria and appointees’ names, and monitor compliance, while a Joint Oireachtas Committee would scrutinise and ratify appointments. Terms would be limited to two, chairs could be questioned or dismissed by the committee, and special appointments to international bodies would require Dáil approval.
