Would widen stamp-duty relief for people buying a home for the first time, including certain purchases made between 31 March 2007 and its enactment where the required declaration was missing from the paperwork. Buyers who qualify and have met the scheme’s conditions could claim back stamp duty already paid, by providing the stamped document, a written declaration and any requested information. The measure matters because an administrative omission would no longer prevent eligible first-time buyers from receiving the relief.
