Climate Protection Bill 2007

The Climate Protection Bill 2007 would legally require Ireland to reduce greenhouse-gas emissions, with emissions capped at 70.33 million tonnes in 2010, falling by at least 3% each year afterwards and by at least 60% from 1990 levels by 2050. The Environment Minister would have to publish annual reports explaining progress and setting out measures for sectors such as energy, transport and industry; missing a target would require a revised plan, while exceeding it by more than 5% could trigger Oireachtas scrutiny and exceeding it by more than 10% would lead to a confidence motion against the Minister. An independent Climate Change Commission of experts would oversee the system, advise the Minister and publish its own annual assessment.
