Consumer Protection Bill 2007

The Consumer Protection Bill 2007 would establish the National Consumer Agency to promote consumer welfare, investigate breaches and enforce consumer-protection rules. It would ban misleading, aggressive and other unfair selling practices, strengthen price and product information requirements, give consumers routes to compensation, and allow penalties, compliance notices and publication of offending traders’ names. It would also make running or joining pyramid schemes a criminal offence and give the Agency powers to inspect businesses and bring court proceedings.

Bill entitled an Act to give effect to the Unfair Commercial Practices Directive (Directive No. 2005/29/EC of the European Parliament and of the Council of 11 May 2005), to establish a body to be known as An Ghníomhaireacht Náisiúnta Tomhaltóirí or, in the English language, the National Consumer Agency and to define its functions, to make new provision in relation to pyramid selling schemes, to amend the Industrial Development Act 1993 and to provide for related matters
