Tightens rules on alcohol sales, including shorter permitted hours for off-sales, court scrutiny for new off-licences, and requirements to separate alcohol from other retail goods and prevent self-service. It gives Gardaí stronger powers to seize alcohol from under-18s and from people causing public disorder, allows supervised test purchases to catch illegal sales, permits restrictions on promotions encouraging excessive drinking, and increases several fines.
