Redraws Ireland’s Dáil and European Parliament constituencies, setting the next Dáil at 166 members and dividing the country into four three-seat European constituencies. It creates an independent Constituency Commission to review boundaries after each census, publish population information and consider public submissions. It also updates nomination rules for European and local elections, allowing candidates without party backing to qualify through voter endorsements or a deposit.

Bill entitled an Act to revise Dáil and European Parliamentconstituencies, to provide for the number of members to be elected for such constituencies, to amend the law relating to the Constituency Commission, and for those and other purposes to amend the European Parliament Elections Act 1997, the Local Elections Regulations 1995 and certain other enactments and to provide for related matters.
