The Bill would regulate the removal, storage and use of human organs, bodies and tissue for purposes including transplantation, medical research, anatomical examination, education and public display. It would presume consent unless a person had formally refused, while allowing adults to appoint representatives and giving families a role where the person had not recorded a decision; special safeguards would apply to children and adults unable to decide. It would also limit use to approved purposes, protect coroners’ investigations and allow civil claims for misuse.
