Public Appointments Transparency Bill 2008

The Public Appointments Transparency Bill 2008 would make ministerial appointments to the boards of publicly funded statutory agencies and public bodies more open to scrutiny. Nominees for board chair and chief executive would appear before an Oireachtas committee, with confirmed appointments requiring Dáil approval; agencies would also have to provide reports, accounts and plans, and answer questions about their performance.

Bill entitled an Act to provide for reform of the appointment processes of persons to the boards of statutory agencies; to provide for Oireachtas supervision of the appointment of ministerial nominees to the position of new members or the re-appointment of existing members to the boards of statutory agencies; to provide for the overseeing of and confirmation by resolution of Dáil Éireann of the appointment of ministerial nominees to the position of chief executive and board chairperson of statutory agencies; to uphold the probity of the appointment process, and to provide for related matters
