Nursing Homes Support Scheme Bill 2008

The Nursing Homes Support Scheme would create a national system to help people pay for long-term nursing-home care, whether in public facilities or approved private homes. Eligibility would depend on a care-needs assessment and a financial assessment of income, savings, property and other assets; the State would pay the balance after the person’s assessed contribution. People could also choose to borrow against property to cover part of the cost, with repayment secured against the land and generally due after death, sale or transfer, although repayment could be postponed where a partner or certain dependent relatives continue living in the home. It would also set rules for applications, reviews and appeals, protect people who cannot make decisions for themselves, regulate nursing-home charges and require repayment of support obtained through false or incomplete information.
