Planning and Development (Amendment) Bill 2008

The proposal would require planning permission before a building could be changed from another use into a sex shop; it would no longer qualify as an exempt change of use. It defines a sex shop broadly but excludes hospitals and services provided by the HSE or registered healthcare and social-care professionals.
