Changes motor tax and licensing rules, including new CO₂-based rates for cars first registered from July 2008, revised rates for commercial, agricultural, electric and special-purpose vehicles, and updated charges for trade licences. It also allows some vehicles to be licensed for shorter periods and sets reduced rates for vintage vehicles.
