Cluster Munitions and Anti-Personnel Mines Bill 2008

The measure would ban the use, production, possession, acquisition and transfer of cluster munitions, explosive bomblets and anti-personnel mines, while allowing very limited exceptions for military training, detection, clearance and destruction. It would also require public funds to avoid investment in companies making these weapons, give authorities powers to obtain relevant information, and impose severe fines or prison sentences for breaches. Its purpose is to protect civilians from weapons that can kill or maim long after conflicts end and to implement Ireland’s international commitments to destroy stockpiles and support clearance efforts.
