The Finance (No. 2) Bill 2008 would introduce new income, parking and air-travel charges, raise several taxes on fuel, alcohol, tobacco, betting, investments and capital gains, and change VAT, stamp duty and inheritance-tax rules. It would also offer targeted reliefs for new businesses, research, energy-efficient equipment, farmers and first-time buyers, while strengthening Revenue’s powers and simplifying online tax payments.
