From 1 January 2009, people aged 70 or over would qualify for full health-service eligibility if their income is within set limits: €700 weekly for a single person or €1,400 for a couple, with some compensation payments and property income excluded. The measure also adjusts health contributions and related social-welfare and civil-registration rules, and protects eligibility temporarily for certain bereaved older people and dependants.
