The Appropriation Bill 2008 authorises up to €50.05 billion in government spending for public services during 2008, including health, education, social welfare, transport, policing and other departmental programmes; it also allows €4.47 billion in related receipts and grants to help fund that spending. It carries €128.45 million of unspent capital funding into 2009 and allows tax measures agreed by the Dáil in October 2008—including an income levy, higher VAT and certain excise and other taxes—to be put into legislation during 2009.

Bill entitled an Act to appropriate to the proper supply services and purposes sums granted by the Central Fund (Permanent Provisions) Act 1965, to make provision in relation to deferred surrender to the central fund of certain undischarged appropriations by reference to the capital supply services and purposes as provided for by section 91 of the Finance Act 2004 and to make provision in relation to the Finance Resolutions passed by Dáil Éireann on 14 October 2008
