The proposal would make private health insurance more affordable for older people by giving tax credits linked to age, funded through charges on insurers and a shared contribution between younger and older policyholders. It would strengthen community-rated insurance, requiring insurers to offer comparable cover without pricing people differently because of age or health, while giving the Health Insurance Authority greater powers to monitor contracts, investigate profits and enforce the rules.

Bill entitled an Act to amend the Health Insurance Act 1994, the Taxes Consolidation Act 1997 and the Stamp Duties Consolidation Act 1999, in particular to ensure that, in the interests of societal and intergenerational solidarity, the burden of the costs of health services be shared by insured persons by providing for a cost subsidy between the young and the old; and to provide for related matters
