Would change social welfare rules by raising the income ceiling for social insurance contributions from €52,000 to €75,036 and increasing health contributions while lowering the income threshold for paying them. It would strengthen employment-focused supports for jobseekers, create short-term help for people starting a business, and reduce payments to many 18- and 19-year-olds and under-20s without children. It would also cut the Early Childcare Supplement to €41.50 a month from May 2009 and end it from January 2010, while allowing up to six months’ arrears for late Domiciliary Care Allowance claims.
