Raises or changes several taxes and charges, including the income levy, capital gains tax, fuel and tobacco duties, betting duty, air travel tax, insurance levies and tax on gifts and inheritances. It also limits tax relief for some property-development losses and mortgage interest, introduces relief for companies investing in intellectual property, and provides stamp-duty relief when homeowners exchange an old house for a newly built one.
