Merchant Shipping Bill 2009

Sets modern safety rules for Irish and visiting ships, covering construction, radio, navigation, tracking, fire protection, lifesaving equipment and the safe transport of chemicals, liquefied gas and nuclear material. It requires inspections and certificates, allows unsafe ships to be detained, improves access for passengers with reduced mobility, regulates transfers from anchored ships and allows sunken vessels to be raised. It also gives legal effect to the 2006 Maritime Labour Convention, including rules on minimum crew levels and seafarers’ working conditions, and strengthens enforcement through offences, fines and fees.

Bill entitled an Act to make provision in relation to giving further effect to the International Convention for the Safety of Life at Sea signed in London on 1 November 1974 and its Protocols, providing access to passenger vessels for persons with reduced mobility, to enable sunken vessels to be raised, to give the force of law to the Maritime Labour Convention 2006 adopted at Geneva on 23 February 2006, to amend the Merchant Shipping Acts 1894 to 2005 and to provide for related matters
