Sea Fisheries and Maritime Jurisdiction (Fixed Penalty Notice) (Amendment) Bill 2009

The proposal would allow sea-fisheries protection officers to issue on-the-spot fines of up to €1,000 for certain minor or technical fishing offences. A person would have 21 days to pay; payment would avoid criminal prosecution, while choosing not to pay could lead to the original offence being taken to court, where it could be contested. Serious quota or environmental breaches would still face the full existing penalties, but the new system would deal with less serious cases more quickly, reduce costs and help avoid criminal records for fishermen who accept the fine.
