Prohibition of Female Genital Mutilation Bill 2009

The bill would make performing female genital mutilation (FGM) on anyone an offence, punishable by a fine, up to 10 years in prison, or both. Consent would not be a defence, including consent given by a parent or guardian for a child under 16. The offence would cover procedures that remove or damage external female genitalia and cause, or could cause, serious or lasting harm or pain. The only exception would be a necessary operation carried out by a registered doctor to protect the person’s life or health, or correct a genital abnormality.
