Multi-Unit Developments Bill 2009

The Multi-Unit Developments Bill 2009 would create clearer rules for apartment and similar developments, requiring developers to establish owners’ management companies and transfer common areas to them. It would set fairer systems for service charges, sinking funds, annual reporting, voting, house rules and the transfer of membership when a property is sold. Owners, management companies and developers could ask the Circuit or High Court to resolve disputes, with mediation available; the Bill would also protect construction guarantees, limit management contracts to three years and make it easier to restore management companies removed from the register.
