Planning and Development (Amendment) Bill 2009

The proposed law would overhaul Ireland’s planning rules by requiring development plans to align with national and regional priorities, including housing, transport, climate action, flood risk and environmental protection. It would strengthen environmental and wildlife assessments, improve public access and participation, give the Minister greater power to correct defective plans, and allow certain unauthorised developments—especially quarries—to seek retrospective approval subject to environmental review or face enforcement. It would also change planning timelines, infrastructure contributions, appeals and procedures for major projects, including railways and health facilities.
