Ireland would set a target of cutting net greenhouse-gas emissions by at least 80% by 2050 compared with 1990, including an interim reduction of at least 30% by 2020. The Taoiseach would set five-year emissions limits well in advance, publish plans for meeting them and report annually on progress; the EPA would advise independently and assess whether the targets were likely to be achieved. The proposals would also require regular assessments of climate risks, government adaptation programmes and climate planning by public bodies, while limiting the use of overseas carbon credits so that most reductions would have to come from action within Ireland.
