Would require owners of certain residential properties to pay their local authority an annual €200 charge, with exemptions including most people’s main homes, some charities and specified social or health-service housing. Unpaid charges would attract monthly fees, could remain attached to the property, and local authorities could share information with the Revenue Commissioners and use fines or court action to enforce payment.
