Changes the process for dealing with people who fail to pay court-ordered debts, requiring clear warnings, court hearings and information about free legal aid. Imprisonment of up to three months remains possible, but only where non-payment is deliberate or seriously neglectful and the person has no goods that could be seized; mediation, payment arrangements and release on payment are also provided for.
