The proposal would amend the Constitution so Ireland could ratify the EU’s Treaty of Lisbon and remain part of the European Union under its new rules. It would update outdated references to earlier EU treaties, preserve Ireland’s constitutional protection for EU membership, and require approval by both Houses of the Oireachtas before Ireland joined certain EU cooperation arrangements or agreed to switch some decisions from unanimity to majority voting. It would also retain Ireland’s prohibition on participation in an EU common defence.
