Strengthened controls on tobacco retailers by allowing courts to suspend or delay their registration for up to three months after a minor conviction or 12 months after a serious one. It also clarified limited advertising exemptions, updated health-warning rules and extended registration requirements to some businesses selling tobacco-related products.
