Creates a licensing and enforcement system for premium-rate services, protecting customers from unauthorised, misleading or excessive charges and allowing refunds, penalties and service suspensions. It also sets rules for installing and sharing communications infrastructure under roads, allocates relocation costs, and lets the regulator require urgent measures to keep services and emergency access available when a large number of users are disconnected.
