Requires employment agencies operating in Ireland to hold a three-year licence, while recognising agencies authorised under comparable rules in designated European Economic Area countries. It bans unlicensed agencies, allows inspections and penalties, prohibits agencies from charging jobseekers fees for introductions or job-related training, and creates public lists of approved and prohibited agencies. The measure also protects workers who report breaches from retaliation and replaces the Employment Agency Act 1971.
