The measure would strengthen the system for setting legally recognised pay and conditions through employment agreements and sector-wide orders, requiring the Minister to confirm new, changed or cancelled arrangements, subject to possible Oireachtas objection. It would require committees to consider workers’ and employers’ interests, economic conditions and national pay agreements, while improving consultation and allowing the Labour Court to hear objections before recommendations take effect. It would also allow vocational education committee staff, other than teachers, to use the State’s workplace dispute-resolution services, set a five-year limit and age cap for independent committee members, and update related employment-permit and working-time laws.
