Required Government and Dáil approval before Ireland could join certain European Defence Agency projects or permanent structured defence cooperation. Approval could only be given where participation would strengthen Ireland’s capacity for UN-mandated peacekeeping, conflict prevention or international security.

Bill entitled an Act to require that participation by the state in projects and programmes under Articles 20 and 21 of Council Joint Action 2004/551/CFSP of 12 July 2004 on the establishment of the European Defence Agency be subject to the prior approval of the Government and Dáil Éireann; to require that participation by the State in Permanent Structured Cooperation referred to in Article 42 of the Treaty on European Union also be subject to such approval; and to provide for matters connected therewith
