Sets up a national licensing system for commercial bus services, including those run by Dublin Bus, Bus Éireann and private operators, with rules on routes, timetables, accessibility, emissions and penalties for breaches. It renames the Dublin Transport Authority as the National Transport Authority, gives it responsibility for bus licensing and nationwide public transport contracts, and transfers taxi regulation from the dissolved Commission for Taxi Regulation. It also supports better coordination between transport and land-use planning and streamlines the introduction of bus-priority measures and cycle facilities.
