Appointments to Public Bodies Bill 2009

The Bill would create a more open, merit-based system for appointing chairs and board members of public bodies, replacing unclear procedures that could allow political patronage or a small group of people to dominate appointments. An independent appointments unit would advertise positions, run open competitions, publish selection criteria and appointees’ names, and check candidates’ political interests, while a joint Oireachtas committee would oversee and ratify the process. It would also limit terms to two, allow the committee to question or dismiss appointees, and require Dáil approval for some appointments to international bodies.
