The Road Traffic Bill 2009 would make drink-driving rules stricter by lowering the legal alcohol limit from 80mg to 50mg for most drivers, and to 20mg for learner, novice and professional drivers. It would require alcohol tests after collisions involving injury, allow roadside impairment tests for suspected drug use, and introduce fixed penalties for some lower-level drink-driving offences. It would also strengthen enforcement by applying penalty points and driving bans to foreign licence holders, require a PPS number for licence applications, clarify disqualification periods, and update rules on speeding, dangerous driving, insurance information and other road-traffic offences.
