Planning and Development (Taking in Charge of Estates) (Time Limit) Bill 2009

Residents of unfinished housing estates would have to wait three years, rather than seven, after planning permission expired before asking their local authority to take the estate in charge. This would allow the authority to assume responsibility for roads, open spaces, car parks, sewers, water mains and drains, and to use any security provided by the developer to help complete the unfinished works.
