Industrial Relations (Protection of Employment) (Amendment) Bill 2009

The proposal would change how Joint Labour Committees set legally enforceable minimum employment terms, replacing independent members with equal numbers of employer and worker representatives, while giving extra consideration to non-unionised workers. Employment Regulation Orders would need a majority decision, and no order could be made if the committee could not agree; existing orders would expire within six months unless replaced. It would also limit each sector to one committee operating nationally, so the same rules would apply across the country. Supporters said the changes would encourage partnership, reduce rules they believed were harming businesses and jobs, and create more consistent protections for workers.
