Sets spending limits for candidates at local elections, ranging from €9,750 to €15,000 depending on the area’s population, with a €7,500 limit for borough or town council elections. It also requires parties to account for part of their candidates’ spending, sets a 50–60-day period before polling for counting expenses, and adds reporting and authorisation requirements. Breaching the limits or spending without proper authority becomes an offence, with fines or imprisonment possible; election posters and notices also receive clearer exemptions from litter-pollution rules.
