Non-Medicinal Psychoactive Substances Bill 2010

The proposal would create an independent Non-Medicinal Psychoactive Substances Regulatory Authority to assess “legal highs” and either ban them or regulate them through licences. Licensed businesses would face rules on production, imports, sales, advertising, packaging, dosage, pricing and minimum-age limits, with inspections, fines and criminal penalties for breaches; sales to under-18s would be prohibited. The aim is to reduce health and social harms from currently unregulated psychoactive products.

Bill entitled an Act to make new provision for the regulation, registration and licensing of the sale, importation, distribution and production of non-medicinal psychoactive substances and the establishment of a body known as an tÚdarás Rialála um Shubstaintí Neamhleigheasacha Sícighníomhacha ("an tÚdarás") and in English as the Non-Medicinal Psychoactive Substances Regulatory Authority ("the Authority") and to provide for related matters
