Sets rules for payment in construction contracts, including payment dates, payment claims and limits on “pay when paid” terms. Contractors and subcontractors could suspend work for non-payment and quickly refer payment disputes to an adjudicator, whose decision would generally be temporarily binding and enforceable. Small contracts and certain home-building agreements would be excluded.
