Education (Amendment) Bill 2010

The Education (Amendment) Bill 2010 would allow Vocational Education Committees to establish, run or jointly manage primary schools, with the Education Minister’s approval or direction. These schools would have independent boards of management, follow the same recognition and inspection rules as other primary schools, and keep their finances open to inspection. It would clarify that school support services do not include health and personal social services, abolish the Educational Disadvantage Committee, and allow speech-therapy arrangements to be clarified. In exceptional, urgent or temporary situations, schools could also employ unregistered teachers under conditions set by the Minister, helping to avoid disruption where registered teachers are unavailable.

Bill entitled an Act to extend the functions performed by Vocational Education Committees, and for that and other purposes to extend the application of the Vocational Education Acts 1930 to 2006, to amend, and extend the application of, the Education Act 1998, to amend the Teaching Council Act 2001, and to provide for other related matters
